THE PRINCIPAL INVESTIGATOR (PI)-LED MISSION WILL LAUNCH ON A COMMERCIAL COMMUNICATIONS SATELLITE TO MAKE OBSERVATIONS OVER THE AMERICAS FROM AN ORBIT OF APPROXIMATELY 22,000 MILES (35,400 KILOMETERS) ABOVE THE EQUATOR. THE MISSION WAS COMPETITIVELY SELECTED FROM 15 PROPOSALS SUBMITTED TO THE AGENCY'S SECOND EARTH VENTURE - MISSION ANNOUNCEMENT OF OPPORTUNITY FOR SMALL ORBITAL INVESTIGATIONS OF THE EARTH SYSTEM. THE PRIMARY GOALS OF THE GEOCARB MISSION ARE TO MONITOR PLANT HEALTH AND VEGETATION STRESS THROUGHOUT THE AMERICAS, TO PROBE, IN UNPRECEDENTED DETAIL, THE NATURAL SOURCES, SINKS AND EXCHANGE PROCESSES THAT CONTROL CARBON DIOXIDE, CARBON MONOXIDE AND METHANE IN THE ATMOSPHERE, AND TO PROVIDE OBSERVATIONS AND DEMONSTRATE METHODS TO REALIZE A TRANSFORMATIONAL ADVANCE IN THE SCIENTIFIC UNDERSTANDING OF THE GLOBAL CARBON CYCLE. THIS NEW SYSTEM IS THE NEXT GENERATION AIR TRANSPORTATION SYSTEM, OR NEXTGEN, AND ITS AIM IS TO REDUCE GRIDLOCK, BOTH IN THE SKY AND AT THE AIRPORTS. NASAS AOSP CREATES TECHNOLOGIES TO HELP NEXTGEN FULFILL THIS GOAL BY WORKING WITH THE FEDERAL AVIATION ADMINISTRATION, INDUSTRY AND ACADEMIC PARTNERS TO CONCEIVE AND DEVELOP NEXTGEN TECHNOLOGIES TO IMPROVE THE INTRINSIC SAFETY OF CURRENT AND FUTURE AIRCRAFT. THE GOAL OF AOSP-DEVELOPED NEXTGEN METHODS AND MEANS IS TO PROVIDE ADVANCED LEVELS OF AUTOMATED SUPPORT TO AIR NAVIGATION SERVICE PROVIDERS AND AIRCRAFT OPERATORS FOR REDUCED AIR TRAVEL TIMES AND AIR TRAVEL-RELATED DELAYS, AND TO INSURE GREATER SAFETY IN ALL WEATHER CONDITIONS. ACCIDENT AND INCIDENT RATES FOR COMMERCIAL AVIATION CONTINUE TO BE AT OR NEAR THEIR LOWEST LEVELS IN HISTORY AND ARE FAR BETTER THAN FOR OTHER MODES OF TRANSPORTATION. THESE LOW RATES CAN BE ATTRIBUTED IN A LARGE PART TO ADVANCES IN THE PERFORMANCE AND RELIABILITY OF AIRCRAFT AND THEIR ASSOCIATED ONBOARD SYSTEMS. HOWEVER, RECENT STUDIES AND EVENTS INDICATE A CONCERNING TREND INVOLVING THE EFFECT OF GROWING SYSTEM COMPLEXITY ON FLIGHT CREW UNDERSTANDING OF THE STATE OF SYSTEMS, SUBSYSTEMS, AND INTERDEPENDENCIES, PARTICULARLY IN SOMETIMES RAPIDLY-CHANGING SITUATIONS.AS PILOTS HAVE THE FINAL AUTHORITY AND RESPONSIBILITY FOR ASSURING SAFETY-OF-FLIGHT, AN EFFECTIVE DESIGN SHOULD PROVIDE FOR MANAGEABLE WORKLOAD, COMPREHENSIBLE SYSTEMS, AND APPROPRIATE FORMS OF INTERVENTION, ESPECIALLY IN OFF-NOMINAL SITUATIONS.
